Abstract: P.L. 98-181 (STAT.1153) AUTHORIZING THE RENTAL REHABILITATION PROGRAM AUTHORIZES THE DEPARTMENT TO ADJUST THE ALLOCATION FOR A CITY, URBAN COUNTY, CONSORTIUM OR STATE GRANTEE ADMINISTERING A RENTAL REHABILITATION PROGRAM, BASED UPON AN ANNUAL REVIEW OF PERFORMANCE. THE DEPARTMENT'S PERFORMANCE ADJUSTMENT SYSTEM INCLUDES TWO THRESHOLDS AND SIX STANDARDS. THRESHOLD TWO REQUIRES THAT RENTS BE MEASURED FOR
