TITLE 23 U.S.C. 104(B)(5)(A) REQUIRES
THE PREPARATION OF THE INTERSTAT COST ESTIMATE EVERY TWO YEARS FOR
THE PURPOSE OF DETERMINING FUNDS NEEDED TO COMPLETE THE SYSTEM AND
FOR ANNUAL APPORTIONMENTS TO THE STATES. THE STATE HIGHWAY AGENCIES
PREPARE THE ESTIMATE WHICH APPROVED BY FHWA AND SUBMITTED TO
CONGRESS BY THE SECRETARY OF
