Abstract: THE STUDY WILL COLLECT INFORMATION ON THE EFFECTIVENESS OF THE CURRICULUM AND INSTRUCTION EXPERIENCED BY STUDENTS IN ELEMENTARY SCHOOLS WITH HIGH CONCENTRATIONS OF POOR STUDENTS. THE STUDY WILL INFORM CONGRESSIONAL AND ED POLICY REGARDING PROGRAMS DESIGNED TO IMPROVE THE EDUCATION OF THIS POPULATION. AFFECTED PUBLIC INCLUDES TEACHERS, ADMINISTRATORS, AND STUDENTS.
