Abstract: THE NOTICE OF INTENTION TO OPERATE AND PLAN OF OPERATIONS PREPARED BY RESPONDENTS PROVIDE INFORMATION ABOUT PROPOSED MINING OPERATIONS, BEFORE THEY BEGIN, SO THAT ENVIRONMENTAL IMPACTS CAN BE ANTICIPATED AND MINIMIZED.
