PLAN OF OPERATIONS PREPARED BY RESPONDENTS PROVIDE INFORMATION
ABOUT PROPOSED MINING OPERATIONS, BEFORE THEY BEGIN, SO THAT
ENVIRONMENTAL IMPACTS CAN BE ANTICIPATED AND MINIMIZED. THE
DOCUMENTS ESTABLISH A JOINT PLANNING PROCEDURE FOR THE MANAGEMENT
OF SURFACE DISTURBING ACTIVITIES DURING AUTHORIZED MINERAL
OPERATIONS.
