Abstract: THE RULES IN 47 CFR 69 ESTABLISH METHODS FOR COMPENSATING EXCHANGE CARRIERS FOR THE ORIGINATION OR TERMINATION OF INTERSTATE AND FOREIGN TELECOMMUNICATIONS IN ORDER TO ELIMINATE UNLAWFUL DISCRIMINATION OR PREFERENCES RESULTING FROM PRIOR METHODS. THE RULES ALSO ESTABLISH PROCEDURES FOR THE POOLING OF REVENUES FOR SUCH SERVICE.
