MUST BE REPORTED TO THE COAST GUARD SO THAT THE APPROPRIATE
RESPONSE TO THREATENING POLLUTION INCIDENTS AND EFFECTIVE
ENFORCEMENT OF MARPOL 73/78 AND ITS IMPLEMENTING LAW AND
REGULATIONS WILL BE POSSIBLE. ADDITIONALLY, THE PUBLIC SHOULD BE
ALLOWED TO APPLY IN WRITING FOR EQUIVALENTS, EXEMPTIONS, AND
ALTERNATIVES TO POLLUTION PREVENTION EQUIPMENT
