DATA ARE USED TO CREATE SAMPLING FRAMES, CONDUCT INSTITUTIONAL RESEARCH AND CARRY OUT MANDATES FOR THE BUREAU OF CENSUS, OFFICE OF CIVIL RIGHTS, AND THE CENTER.
