THIS STUDY WILL HELP THE IRS TO
DETERMINE THE EFFECT OF VARIOUS SURVEY ALTERNATIVES ON THE INITIAL
AND OVERALL RESPONSE RATE OF THE OPINION SURVEY FOR THE PROBLEM
RESOLUTION PROGRAM. THIS DATA WILL ALLOW THE IR TO COMPARE THE
RESPONSE BIAS FOR EACH METHOD AND TO SELECT THE MOST EFFECTIVE
SURVEY PROCEDURES.
On behalf of this Federal agency, I certify that
