In the next
submission of this information collection for OMB review, HUD must
better demonstrate the practical utility of the application
requirement at section 8.b.(2) of Chapter 2 in Handbook 7460.2. The
Department should indicate more clearly why applicants must
demonstrate that they are "national" housing management
organizations. What problems would be caused in the administration
of this program by allowing "non-national" housing management
organiztions to participate -- so long as they met HUD's other
standards?

CERTIFYING HOUSING MANAGERS WHO WILL EFFECT THE IMPROVEMENT OF
