item 44 in enclosure 1, entitled "Maintain crew and passenger list"
is not approved. The agency must more fully demonstrate practical
utility in that it will in fact provide information that will
actually determine the extent of a rescue or search effort and when
to terminate the search. How and where will such a list be
maintained and become accessible to rescue forces? Is a list of
specific names necessary in providing emergency forces with a
reliable means of identifying the number of persons involved in the
event of a casualty? Please also provide appropriate summaries or
references to NTSB or Coast Guard casualty investigations
supporting the need for this requirement in relation to the burden
and why it is needed for all subject small vessels.

THE REPORTING AND RECORDKEEPING
REQUIREMENTS ARE NECESSARY FOR THE PROPER ADMINISTRATION AND
ENFORCEMENT OF THE SMALL PASSENGER VESSEL PROGRAM. THE REQUIREMENTS
EFFECT SMALL PASSENGER VESSELS (UNDER 100 GROSS TONS) WHICH CARRY
MORE THAN 6 PASSENGERS.
