OMB provides the
following comments on these paperwork requirements pursuant to 5
CFR 1320.13. The application package indicates that respondents
must submit 7 copies of the application package to HUD. However,
the Paperwork Reduction Act's implementing regulation at 5 CFR
1320.6(c) indicates that respondents should be required to submi no
more than an original and two copies of any documents. The
Department should provide an explanation and rationale for its
proposed deviation from this requirement. In addition, the
Department must bring these paperwork requirements into compliance
with the requirements at 5 CFR 1320.21 regarding the disclosure to
the public of burden estimates and an address for filing
comments.
