This ICR is
approved at the first year's burden level with the understanding
that EPA will submit information correction worksheets
characterizing the program decreases as the construction grant
program is phased out and replaced by the State Revolving Fund
program. EPA has done a good job itemizing the burden of individual
requirements many of which are collected as part of "customary and
usual" business practices and thus is not accountable as Federal
burden.
