This information
collection is approved under the following conditions: 1) Table 3
must be revised as suggested in the September 29th comments. 2) ED
must collapse the categories "Immigrant Adults" and "Eligible
legalized aliens" into a single category of Immigrant adults. 3)
Table 6 is deleted. ED has not provided evidence that data provided
to similar questions in previous performance reports are valid and
reliable. Since this information on dropouts is important, we will
reconsider a future ED proposal to collect such information that 1)
is based on evidence that items being measured indicate the success
of participation in adult education and 2) uses methods to collect
those data that will yield valid and reliable information about
program effects. 4) Items 1.a. and b. are collapsed in Table
7.
