This collection
of information is disapproved because it does not meet the
practical utility and minimum burden requirements specified in 5
CFR 1320.4. Much of the information collected has not been
adequately justified as necessary to achieve the agency's program
objective of assessing economic conditions which affect employment
and compensation. For example, data collected regarding an
employer's non-personnel expenses are not directly related to
wages. In order to establish practical utility, the agency must
describe the economic basis for the information collected.
Therefore, in any resubmission of this package, DOL should include
in the justification: (1) a proposed methodology to determine when
and by how much minimum wages will be raised, (2) the economic
theory and assumptions used to develop that methodology, (3) a list
of the economic variables in the methodology which are unknown, and
(4) a description of how the data collected will be used to
approximate unknown variables.
