When FNS
resubmits this package, they should provide further justification
for the increase in burden associated with reporting both initial
and close-out numbers. Documentation of improvements in program
administration due to the reporting of both sets of numbers would
be helpful, among other things. FNS should also consider collecting
close-out data only on a quarterly basis, and redesigning page 2 of
the form to make it clearer.
