with 5 CFR 1320, OMB approves this information collection. P.L.
99-441 requires the President, and by delegation, OMB, to submit a
detailed report to Congress on September 1 of each year concerning
the impact of offsets on U.S. defense preparedness, incustrial
competitiveness, employment, and trade. In light of the urgent need
for data to fulfill the deadline for submission of this report, OMB
invokes 5 CFR 1320.15(b)(2) to waive requirements for publication
of a notice in the Federal Register.

ON THE IMPACT OF OFFSETS IN DEFENSE-RELATED EXPORT SALES ON THE
U.S. ECONOMY AS MANDATED BY SECTION 309 OF THE DEFENSE PRODUCTION
ACT OF 1986 (P.L. 99-441), (50 U.S.C. APP. 2099) ENACTED ON OCTOBER
3, 1986. FIFTY-TWO U.S. DEFENSE PRIME CONTRACTORS WILL BE
SURVEYED.
