In accordance
with the Paperwork Reduction Act and 5 CFR 1320, the Agricultural
Economics and Land Ownership Survey is approved on the following
conditions. The respondent's legal obligation with respect to
"BEST" ESTIMATES" needs to be clarified in the cover letter. We
recommend that the phrase -- "completely and accurately to the best
of your knowledge" be added after the word "inquiry" in paragraph 4
of letters numbered 88-A9A-L1 and 88-A9B-L1 in the package. The
projected response rate, 75%, is marginal for a survey that is to
be used as a benchmark. This is a conservative estimate since the
Agriculture Division has no data with which to project improvements
over the 74% rate achieved in 1978. If the actual response rate is
this low, Census should be prepared to consult closely with users
in USDA on the methods of adjustment to be used to offset
nonresponse so that the value of this survey for benchmarking USDA
surveys will not be compromised.

THE AGRICULTURAL ECONOMICS AND LAND
OWNERSHIP SURVEY CONTINUES A DATA COLLECTION SERIES STATED IN 1954.
THE SURVEY PROVIDES INFORMATION FOR CALCULATING MANY OF THE
ECONOMIC DATA SERIES DESCRIBING THE STATUS OF THE FARM SECTOR. IT
IS THE ONLY SOURCE OF SELECTED ECONOMIC AND LAND OWNERSHIP DATA AT
THE STATE LEVEL.
