In accordance
with the Paperwork Reduction Act and 5 CFR 1320 the Census Bureau
Carpets and Rugs and Broadwoven Fabrics surveys are approved thru
August 1, 1989. We are approving these surveys based on the new
information submitted by the Commerce Department (DOC) and the
Census Bureau which describes how the DOC's Office of Textiles
(OTEXA) determines what domestic textile and apparel data are
needed for trade purposes to implement P.L. 99-467. We expect that
all future clearance requests whose purpose is to implement P.L.
99-467 will follow the procedures outlined in the DOC's August 2,
1988 memorandum. In addition, we would appreciate being notified of
any textile or apparel survey the DOC plans to discontinue before
such action is taken. The Department should provide with its next
clearance request for these two surveys the following items: 1)
Response rates for the mandatory quarterly surveys as compared to
the previously conducted voluntary surveys 2) Item nonresponse for
each data element 3) Description of the principal uses of the data
gathered in these surveys 4) A description of consultations with
respondents and recommended future changes to minimize the
burden.

THE U.S. GOVERNMENT HAS A CLEAR NEED
FOR INFORMATION ON DOMESTIC OUTPUT IN THE TEXTILE INDUSTRY TO
MONITOR TRAD AGREEMENTS WITH FOREIGN COUNTRIES. THE USERS OF THESE
DATA ARE GOVERNMENT AGENCIES, TRADE ASSOCIATIONS, AND BUSINESS
FIRMS. THE AFFECTED PUBLIC WILL BE LARGER CARPET AND RUG
MANUFACTURERS.
