with 5 CFR 1320, OMB approves this information collection until
July 7, 1989. When this collection is resubmitted, USTTA must
present a comprehensive plan for measuring progress in the
development of this survey. The plan should specify benchmarks by
which to judge the utility of the survey, and should include both
past steps taken to improve the survey and any anticipated future
changes. Attention should be given to changes in the reporting
universe, sampling techniques and their associated biases, and cost
implications of survey improvements. A more detailed explanation of
this OMB decision, and requirements for future clearance, will be
provided to USTTA shortly.
