This ICR
pertains to a two part questionaire. Part A of the questionai which
requests technical information on the operations and effluent of
the pesticide manufacturing industry meets the requirements of the
Paperwork Reduction Act and is approved for two years. However,
Part of the questionaire, which requests detailed financial
information for plants in the industry, fails to meet the
requirements of 5CFR1320.4(b and is not approved. The details of
OMB's concerns will be outlined i more detail in a memorandum from
Art Fraas to Linda Fisher, Assistant Administator for OPPE at EPA
that discusses EPA's failure to collect the financial data in the
least burdensome way and and to demonstrate the practical utility
of certain financial information. We believe that the necessary
improvements can be made t Part B without delaying EPA's schedule
to promulgate effluent limitati guidelines for the pesticide
industry and will ultimately result in a better, more defensible
final rule.
