with the Paperwork Reduction Act and 5 CFR 1320, this collection of
information is approved through December 31, 1988. The Bureau of
the Census will submit the introductory language to be used by the
enumerators when contracting the households by telephone. In
addition, a map illustrating the example provided on block splits
will also be submitted to OMB. The material submitted on March 30,
1988, and on April 20, 1988, are added to the docket.

IN PLANNING FOR THE 21ST DECENNIAL
CENSUS THAT WILL BE CONDUCTED ON APRIL 1, 1990, THE CENSUS BUREAU
IS USING BLOCK SPLITS PROCEDURES DURING THE 1988 DRESS REHEARSAL.
WITHOUT EFFICIENT AND RELIABLE PROCEDURES, TABULATION COSTS WILL BE
HIGHER THA NECESSARY AND THE USEFULNESS OF PUBLISHED DATA
DIMINISHED. THIS BLOCK SPLITS OPERATION WILL HELP REFINE AND
FINALIZE PROCEDURES FOR TAKING THE CONSTITUTIONALLY MANDATED
DECENNIAL CENSUS ON APRIL 1, 1990.
