approved for 3 years. However, MMS should submit Inventory
Correction Worksheets each of the next two years to account for the
increase in FY89 and decrease expected in FY90. MMS is encouraged
to give a high priority to the automation of the onshore reporting
as a means of reducing burden. In addition, MMS should weigh the
burden and costs of collecting all the information versus the added
fraud detected as it develops the onshore reporting system and the
Liquid Verification System. MMS may be able to eliminate pieces of
the information without harming their recovery rate on fraudulent
claims. Royalty Management is encouraged to work with Offshore to
share monthly and quarterly reporting to decrease the burden on the
public.

THE MMS COLLECTS PRODUCTION AND
DISPOSITION DATA FROM LEASE AND PROCESSING PLANT OPERATORS FOR OIL
AND GAS PRODUCED FROM LEASED FEDERAL AND INDIAN LAND AND THE OUTER
CONTINENTAL SHELF. DATA ARE USED TO MONITOR PRODUCTION, FOR AUDITS,
AND FOR COMPARISON WITH SALES DATA REPORTED IN THE MMS AUDITING AND
FINANCIAL SYSTEM.
