months with the following conditions. 1) By no later than April 29,
1988, HUD must provide OMB-OIRA with a detailed briefing on the
steps that it will take to lessen the burden for PHAs that are
"good cash managers" and a detailed written explanation for why
these procedures differ from standard cash drawdown practices if
HUD does not intend to apply standard FEderal practices to good
cash managers. 2) The OMB approval to impose these reporting
requirements applies only to the limited pilot testing of this
form. HUD must place a statement on the form or its instructions
that is clearly legible, that states that these requirements are
being imposed during a 4 month testing period, and that states that
comments may be submitted to HUD or OMB-OIRA (also providing an
address for each agency) for these requirements. 3) The form must
display the approved OMB control number and expiration date, and
the revised form and its instructions must be submitted to OMB by
no later February 29, 1988. 4) By no later than February 29, 1988,
HUD must document for OMB that it has ceased to impose these
reporting requirements (or any closely related variant) on IHAs or
submit a request for Omb approval of these requirements that takes
into consideration the concerns stated in this terms of
clearance.

THE UNITED STATES HOUSING ACT OF 1937,
AS AMENDED, AUTHORIZES HUD TO ASSIST PUBLIC HOUSING AGENCIES
(PHA'S) AND INDIAN HOUSING AUTHORITIES (IHA'S) IN THE DEVELOPMENT
