Terms of Clearance: Table I is approved for use through September 1988. No future changes to Table I should be made without the analysis of increased costs to State and local education agencies for data collection and management system modifications. Table II on related services is not approved. The practical utility to the Federal government of the detailed data in Table II on related services has not been demonstrated to be sufficient to justify the massive data collection burden to be imposed upon the States. OMB has received public comments from State representatives regarding the difficulty of providing Table II information. In addition, serious concerns have been raised about the accuracy and consistency of data that would be reported under the form as designed. As an alternative approach on fulfilling the statutory requirement to collect related services data, OMB will approve a request that States submit narrative descriptions of related services provided to handicapped children. These descriptions should suffice to serve the needs of the Department of Education.
