Terms of Clearance: APPROVED WITH THE CONDITION THAT THE INS, IN THE NEXT SUBMISSION OF THIS INFORMATION COLLECTION FOR OMB REVIEW, PROVIDE A BETTER ESTIMATE OF THE BURDEN IMPOSED. BURDEN HOURS SHOULD BE RELATED TO THE NUMBER OF PASSENGERS THE AIRLINES WILL HAVE TO CHECK AS PART OF THE GUAM VISA WAIVER AGREEMENT, WHICH IS THE UNDERLYING INFORMATION COLLECTION THE I-760 IMPOSES ON RESPONDENTS. THIS BURDEN IS IN ADDITION TO THE BURDEN IMPOSED ON THE TRANSPORTATION LINES TO REVIEW AND SIGN THE ACTUAL I-760 FORM. BURDEN HOURS ARE ESTIMATED TO BE THE FOLLOWING: 9 CARRIERS x 1 HOUR = 9 HOURS FOR THE REVIEWING AND SIGNING OF THE FORM, AND 400,000 PASSENGERS x 0.25 HOURS PER PASSENGER REVIEW = 100,000 HOURS, FOR A TOTAL BURDEN OF 100,009 HOURS. INS STAFF HAVE INDICATED THAT THERE IS NO RECORDKEEPING REQUIREMENT IMPOSED ON THE TRANSPORTATION LINES AND NO BURDEN HOURS ARE NECESSARY FOR RECORDKEEPING. THIS CONDITION (AND REVISED BURDEN ESTIMATE) ARE BEING IMPOSED TO ENSURE THAT OMB HAS AN ACCURATE ACCOUNTING OF THE BURDEN IMPOSED BY THE AGENCY, AS REQUIRED BY THE PAPERWORK REDUCTION ACT AND ITS IMPLEMENTING REGULATION AT 5 CFR 1320.
