Abstract: THE PROPOSED RULEMAKING IS NECESSARY TO IMPLEMENT A RECOMMENDATION OF THE FFIEC THAT THE FEDERAL FINANCIAL INSTITUTION REGULATORY AGENCIES ADOPT UNIFORM REQUIREMENTS FOR ARM LOANS. UNIFORM DISCLOSURE REQUIREMENTS ARE NECESSARY TO ENSURE THAT BORROWERS ARE EDUCATED ABOUT ARM LOAN PROGRAMS OFFERED. UNIFORM DISCLOSURE REQUIREMENTS ALSO BENEFI LENDERS BY ELIMINATING THE NEED FOR MULTIPLE DISCLOSURES.
