FERC-500, 18 CFR 16.16(d)(1) and the "compile" requirement in
(c)(1) are NOT approved (see FERC-500 comments). The preamble and
justification statement provide little specific justification for
individual requirements contained in the regulation. If FERC
believes there is sufficient justification to require licensee to
inventory (or "complile") information covered by the regulations an
report "unavailable" information, then it could provide its
rational f public comment in future notice and comment rulemakings
that it will b conducting under the Electric Consumers Protection
Act. Such rulemakin should explain to the public what FERC intends
by 16.16(c)(2) - -- "available at the principal place of
business".

THE INTERIM RULE (RM87-8) REQUIRES THE
COMMISSION TO CARRY OUT THE REQUIREMENTS OF SECTION 8 OF THE
ELECTRIC CONSUMERS PROTECTION ACT OF 1986 (ECPA) CONCERNING THE
LICENSEE MAKING INFORMATION REGARDING CONSTRUCTION AND OPERATION OF
THE LICENSED PROJECT READILY AVAILABLE TO THE PUBLIC.
