INSTRUCTIONS REGARDING ESTIMATES. THE FY88 RESPONSE BURDEN THE
AGENCY SUBMITS VIA INVENTORY CORRECTION WORKSHEET SHOULD SHOW A
MINIMUM OF 1 HOUR PER RESPONSE FOR THIS COLLECTION: THERE IS NO
EVIDENCE THAT TH QUESTIONNAIRE CAN BE COMPLETED WITH REASONABLE
CARE BY ANYONE IN LESS THAN 1 HOUR. FOR THE NEXT (1992) ECONOMIC
CENSUS, THE AGENCY IS REQUESTED TO REVIEW THE GOVERNMENT'S NEED FOR
BREAKOUTS OF DATA BY CLASS OF EQUIPMENT AND BY NEW/USED CATEGORIES,
IN LIGHT OF THE HIGH BURDEN AND QUESTIONABLE RELIABILITY OF THESE
DATA.

THE ECONOMIC CENSUSES, CONDUCTED UNDER
PROVISIONS OF TITLE 13, UNITED STATES CODE, SECTION 13 CONSTITUTE
THE PRIMARY SOURCE OF FACTS ABOUT THE STRUCTURE AND FUNCTIONING OF
A LARGE SEGMENT OF THE ECONOMY AND PROVIDE ESSENTIAL INFORMATION
FOR GOVERNMENT, BUSINESS, AND THE GENERAL PUBLIC. THEY PROVIDE AN
IMPORTANT PART OF THE FRAMEWORK FOR THE NATIONAL ACCOUNTS AND SERVE
AS BENCHMARKS FOR ECONOMIC INDICATORS.
