Terms of Clearance: APPROVED WITH THE CONDITION THAT HUD, IN THE NEXT SUBMISSION OF THIS REQUEST FOR OMB CLEARANCE UNDER THE PAPERWORK REDUCTION ACT (1) CLARIF THE DIFFERENCE BETWEEN HUD FORM 51000A AND HUD FORM 51000B, (2) CLARIF THE CLEARANCE STATUS OF THE STANDARD BID PACKAGE AS DESCRIBED ON PAGE 9-8 OF THE DEVELOPMENT HANDBOOK, (3) EXPLAIN WHY, FOR HUD FORM 5371, SOME RESPONDENTS TAKE 4 HOURS WHILE OTHER TAKE 8 HOURS, AND (4) REESTIMATE THE NUMBER OF PHAs APPLYING FOR MODERNIZATION TO MORE CLOSELY REFLECT ACTUAL EXPERIENCE. THESE CONDITIONS ARE NECESSARY TO ENSURE THAT THE COLLECTION HAS PRACTICAL UTILITY AS REQUIRED BY THE REGULATIONS IMPLEMENTING THE PAPERWORK REDUCTION ACT. IN ADDITION HUD MUST PLACE THE OMB NUMBER AND EXPIRATION DATE ON THE FORMS, AS REQUIRED BY THE REGULATIONS IMPLEMENTING THE PAPERWORK REDUCTION ACT.
