THE GROUND CONTROL PLAN IS USED AS AN
ENFORCEMENT TOOL TO INSURE THAT SURFACE COAL MINE OPERATORS'
METHODS OF CONTROLLING HIGHWALLS, PITS AN SOIL BANKS ARE CONSISTENT
WITH PRUDENT ENGINEERING DESIGN AND WILL INSURE SAFE WORKING
CONDITIONS.
