INSPECTIONS (EVIDENCE THAT THIS IS NOT A NEW REQUIREMENT AND/OR
THERE IS NO REQUIREMENT TO KEEP RECORDS OR REPORT ON THE NON-EBL
UNITS), AND THE BURDEN ASSOCIATED WIT THE NOTICE REQUIREMENTS.
