Since the blood
analysis contemplated in the National Blood Netword cannot be
readily incorporated into HHS's NHANE study, OMB is approvin the
NBN for two years to allow EPA to conduct the pilot study and gain
one year of field experience. In the two year time period EPA must
answer the following questions about the practical utility of the
NBN: (1) how does combining individual blood samples affect EPA's
ability t track routes of exposure? (2) how does the blood donor
population compare to the general population? and (3) can EPA
translate chemical concentrations in blood to estimates of health
risks? If the two year study demonstrates that the blood analysis
contemplated by the NBN is feasible, EPA should again consult with
HHS in order to incorporate the NBN analysis into NHANES. NHANES is
preferable to the NBN because NHANES provides for a representative
nationwide sample and collects a significant amount of background
information on the study participants This will allow EPA and HHS
to better trace routes of exposure. If EPA resubmits the NBN for
approval it must document the practical effects of the NBN
information on the Agency's priorities. For exampl how would the
NBN help the Agency better target its resources to chemicals of
concern. In addition, should answer whether the NBN can be
substituted for the human adipose tissue survey and/or perform the
surveys on alternate years.
