Abstract: GENERAL ORDER 11 ESTABLISHES METHODOLOGIES THAT THE COMMISSION WILL UTILIZE IN EVALUATING THE REASONABLENESS OF RATES IN THE DOMESTIC OFFSHORE TRADES FILED BY VESSEL OPERATING COMMON CARRIERS SUBJECT TO THE INTERCOASTAL SHIPPING ACT, 1933.
