Abstract: THIS RULE LIMITS THE ASBESTOS PERSONS MAY MINE OR IMPORT, THROUGH A SYSTEM OF TRANSFERABLE PERMITS. TO ALLOCATE PERMITS, EPA MUST COLLECT INFORMATION ON MINING AND IMPORT VOLUME DURING BASE YEARS. TO ENFORCE THE RULE, EPA MUST REQUIRE REPORTING OF TRANSFERS OF PERMITS AND YEARLY MINING AND IMPORT VOLUMES.
