EPA AND/OR THE U.S. COAST GUARD
USUALLY INVESTIGATE SPILLS OF OIL OR HAZARDOUS SUBSTANCES INTO
NAVIGABLE WATERS. WHEN AN ON-SCENE INVESTIGATION CANNOT BE
CONDUCTED, EPA MAY REQUEST INFORMATION FROM THOSE RESPONSIBLE FOR
THE SPILL. THE AGENCY USES THE DATA TO DETERMINE WHETHER (A)
CLEANUP EFFORTS ARE SATISFACTORY AND (B) ANY ENFORCEMENT ACTION IS
NECESSARY.
