In accordance
with the Paperwork Reduction Act and 5 CFR 1320, OMB approves for
one year this information collection request regarding the
Heavy-Duty Engine Selective Enforcement Auditing Program (OMB
Number 2060-0131). We are encouraged to see that the SEA program
will be operated to be comparable to the SEA program for Light Duty
Vehicles. In that light we are hereby initiating a proposal for
change in the collection requirements of 40 CFR 86, Subpart K (see
5 CFR 1320.14) to eliminate Section 86.1005-84 mandating the
submission to EPA of manufacturer's internal quality audit data. We
refer in particular to EPA's SEptember 20, 1985 memo from Donald E.
Zinger to Wayne Leiss (p. 2). In accordance with 5 CFR 1320.14(g),
and because this change is minor, we would expect a draft notice of
proposed rulemaking to be submitted to OMB for E.O. 12291 review
within 120 days. Please refer to OMB Number 2060-0131 in any
correspondence dealing with this ICR.
