INTRODUCED BY A SOURCE THAT WAS INTRODUCING POLLUTANTS AT THE TIME
OF PERMIT ISSUANCE. THE PERMIT AUTHORITY DETERMINES WATER QUALITY
IMPACTS AND THE NEED FOR PERMIT
