OMB is invoking
5 CFR 1320.14. We are approving this collection throu 6/1/87,
during which EPA shall undertake and complete any neccessary
rulemaking to correct the statistical problems in 40 CFR 264.97 and
265.93. Consistent with 5 CFR 1320.14 (g), EPA shall, within a
reasonable period of time (not to exceed 120 days) undertake such
procedures as are necessary and in compliance with the APA to
propose a rule that amends or rescinds the statistical procedures
that are presently required for analyzing groundwater data.

MONITORING OF LAND DISPOSAL FACILITIES
FOR GROUND-WATER CONTAMINATION WILL IDENTIFY THE EXISTENCE AND
EXTENT OF CONTAMINATION AT AN EARLY STAGE SO THAT RESTORATION OF
GROUND-WATER QUALITY AT A LOWER COST IS POSSIBLE. FACILITY OWNERS
OR OPERATORS WILL SUBMIT DATA ANNUALLY OR PERIODICALLY WHEN
CONTAMINATION HAS BEEN DETECTED.
