before then with a revised justification statement describing the
reductions that NHTSA has completed in adopting new streamlined
procedures. In addition, the justification statement must include a
more detailed calculation showing how NHTSA estimates the magnitude
of these reductions.

THE HIGHWAY SAFETY PLAN (HSP)
IDENTIFIES THE STATE'S TRAFFIC SAFETY PROBLEMS AND DESCRIBES THE
PROGRAMS AND PROJECTS TO ADDRESS THOSE PROBLEMS. IT SERVES AS THE
BASIS FOR THE EXECUTION OF A FEDERAL-AID AGREEMENT.
