Terms of Clearance: APPROVED FOR 1 YEAR WITH THE CONDITION THAT HUD, IN THE SUBMISSION OF THIS INFORMATION COLLECTION, SUBMIT A REVISED HANDBOOK WHICH CLEARL CONTAINS AN INFALTION FACTOR AND ANY OTHER FACTOR NECESSARY TO INSTITU A TRUE LIFE CYCLE COST ANALYSIS SO AS TO MINIMIZE THE NUMBER OF CONDITIONS ON PAGES 9 AND 10 OF THE HANDBOOK THAT WOULD RESULT IN THE LOWEST COST COMBINATION NOT BEING USED. IN PARTICULAR, HUD SHOULD SUBMIT EXPLAINATIONS OF CONDITION NUMBERS 2, 4,7 AND 9 WHICH SHOULD ALL BE INCLUDED WITHIN LIFE CYCLE COST ANALYSES IN ADDITION, HUD SHOULD EXPLAIN WHY THHE ESTIMATED SERVICE LIFE OF A CENTRAL DWELLING AIR CONDITIONING UNIT IS 10 YEARS (PAGE 43 OF HANDBOO NOT 15 YEARS, AS INDICATED BY ASHRAE'S 1984 SYSTEMS HANDBOOK. FAILURE TO RESUBMIT THE INFORMATION COLLECTION REQUEST WITH THESE CHANGES AND EXPLAINATIONS WILL JUSTIFY OUR DISAPPROVING ANY RESUBMISSION REQUEST.
