We have approved
this information collection for one year, by which time the agency
must have completely reassessed the record of employees who have
received training to determine if it is a certification in
accordance with 5CFR1320.7(k)(1). The agency must justify any
information collection beyond a certification. If the agency cannot
justify this information collection, the agency must initiate
rulemaking in accordance with 5CFR1320.14(f) and (g) to change the
collection to a certification.

THIS REGULATION REQUIRES
TELECOMMUNICATIONS EMPLOYERS TO DESCRIBE THEI TRAINING PROGRAM.
DSHA NEEDS THIS INFORMATION TO DETERMINE IF EMPLOYE ARE TRAINED IN
ACCORDANCE WITH THE DSHA STANDARDS. EMPLOYERS AND EMPLOYEES ALSO
USE THIS INFORMATION TO KEEP TRACK OF WHICH EMPLOYEE H RECEIVED
WHAT TRAINING.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
