Abstract: THE STATE PLAN IS A COMPREHENSIVE STATEMENT SUBMITTED BY EACH STATE TO SSA DESCRIBING THE NATURE AND SCOPE OF THE AFDC PROGRAM. THIS PLAN IS NEEDED TO DETERMINE WHICH PARTS ARE ELIGIBLE TO RECEIVE FEDERAL MATCHI FUNDS.
