6893 and 6894 have been determined to be exempt from O.M. paperwork
review under section 1320.7 (k) (7). Under 5 CFR 1320.7 (k) (7)
"information" does not generally include items in the following
category. " Examinations designed to test the aptitude, abilities,
or knowledge of the persons tested and the collection of
information for the identification or classification in connection
with such examinations." Since I.R.S. uses these forms to test
individuals who wish to volunteer to participate in the I.R.S. Tax
Assistance Program (VITA), this form is covered by the examination
exemption.

AS A PART OF THE TAX COUNSELING FOR
THE ELDERLY (TCE) PROGRAM, ALL VOLUNTEERS ARE REQUESTED TO TAKE A
TEST AT THE END OF THE TRAINING SESSION TO INSURE THAT STUDENTS
HAVE BEEN ADEQUATELY TRAINED. THIS IS A PASS/FAIL SYSTEM. ANYONE
FAILING THIS TEST MAY TAKE THE TCE RETEST.
