PUBLIC HOUSING AGENCIES (PHA'S) WITH
OCCUPANCY PERCENTAGES LESS THAN 97 PERCENT, NOT SOLELY BECAUSE OF
ON-SCHEDULE MODERNIZATION, MUST SUBM A COMPREHENSIVE OCCUPANCY PLAN
TO HUD. AFTER THE FIRST YEAR OF IMPLEMENTATION OF THIS RULE, PHA'S
MUST COMPUTE THEIR OCCUPANCY PERCENTAGE SIX MONTHS BEFORE THE
BEGINNING OF THEIR FISCAL YEAR.
