Coast Guard should reassess the need to require both reporting and
recordkeeping for the same data and report their findings in the
next submission. Consideration should be given to requiring
reporting of summary data with no government-imposed recordkeeping
requirement.

THE APPLICABLE SPECIFICATIONS REQUIRE
RETAINING THE RECORDS OF PRODUCTION TESTING OF LIFESAVING
APPLIANCES (FLOTATION DEVICES) CONDUCTED BY THE MANUFACTURER OF THE
EQUIPMENT IN ORDER TO HAVE ACCOUNTABILITY FOR MATERIALS AND
WORKMANSHIP. THE RECORDS WILL BE USED TO TRACE SOURCES OF FIELD
PROBLEMS. THE AFFECTED PUBLIC IS LIFESAVING APPLIANCE
MANUFACTURERS.
