This ICR
provides an excellent overview of the operation of the NPDES
program and information requirements. EPA staff who have been
associated with this project to reduce the number of ICRs and
improve their overall quality should be applauded. It is clearly
written and well organized. Future evaluations of the program's
information needs will be more productive for both OMB and EPA as a
result of this effor OMB continues to urge the ongoing evaluation
of automated or other methods that will reduce the burden
associated with submitting permit (re)application data and improve
EPA's use of the data.
