must include (1) a list of the requirements this ICR covers, and
(2) adequate proof that quarterly reporting of excess emissions has
more practical utility than semi-annual reporting. This proof could
consist of data to support a conclusion that quarterly reporting
reduces emissions or improves enforceability.
