APHIS form is a considerable improvement of the U.S. Interstate and
International Animal Health Certificate. APHIS efforts to reduce
the public paperwork burden while preserving the health and safety
of transported animals are commendable.

THE ANIMAL WELFARE ACT REQUIRES HEALTH
CERTIFICATES FOR COVERED ANIMAL WHICH MOVE IN COMMERCE AND
SPECIFIES REQUIRED INFORMATION FOR ANIMALS COMMERCE. EACH STATE
ISSUES ITS OWN CERTIFICATE WHICH VARIES GREATLY CONTENT WITH NO
UNIFORMITY. THERE IS NO INTERNATIONAL CERTIFICATE FOR SUCH ANIMALS.
THIS FORM WILL PROVIDE THE REQUIRED INFORMATION AND UNIFORMITY AND
WILL BE UTILIZED BY ANIMAL DEALERS, RESEARCH FACILITIES EXHIBITORS,
AND PRIVATE CITIZENS.
On behalf of this Federal agency, I certify that
