Abstract: UNDER REGULATION 20 CFR 655.207(C), A GROWER MUST PAY A PIECE RATE WHI ENABLES THE AVERAGE U.S. WORKER TO EARN THE ESTABLISHED HOURLY RATE WITHOUT HAVING TO INCREASE PRODUCTIVITY. PAYROLL RECORDS ARE NEEDED T CHECK COMPLIANCE. RESPONDENTS WOULD BE MOSTLY FRUIT GROWERS USING BOTH ALIEN AND U.S. WORKERS.
