SUFFICIENT KNOWLEDGE OF EXISTING OPERATORS TO DETERMINE ELIGIBILITY
FOR ASSISTANCE. THE INFORMATION IS USED BY REGULATORY AUTHORITIES
TO ELIMINATE PROVIDING SERVICES TO OPERATORS WHO ARE NOT ELIGIBLE
AND FOR WHOM IT WOULD BE IMPRACTICAL TO SEEK REIMBURSEMENT AT A
LATER TIME.
